    • Major areas of Expertise and Experience
      • FERHRI is the state institution of the Russian Federal Service for Hydrometeorology and Environmental Monitoring (ROSHYDROMET). FERHRI's responsibility zone covers Primorskiy, Khabarovskiy, Sakhalinskiy, Kuril Islands, Kamchatkskiy, Chukotskiy, Kolymskiy, Amurskiy, Irkutskiy, Buriytskiy and Chitinskiy regions, Republic of Sakha, and the Far Eastern seas (the Sea of Japan/East, the Sea of Okhotsk, the Bering Sea).
      • Mainly, FERHRI's research and applied activities confine to research and development in the field of hydrometeorology and oceanography and related areas, environmental monitoring, Environmental Impact Assessment and other corresponding scientific and technical works.
      • FERHRI's research directions are formulated in its confirmed by Roshydromet charter. They are, as follows:
        • scientific researches for the purpose of providing national economy with hydrometeorological data;
        • comprehensive studies (including marine expeditions) of the hydrometeorological processes in the Russian Far East, Pacific and Indian oceans and Far Eastern seas, sea mouths of rivers;
        • the study of hydrometeorological regime, agrometeorological conditions, environmental pollution and elemental hydrometeorological phenomena in the defined areas, as well as methodical management of the mentioned activities;
        • development, improvement and introduction of meteorological, sea and river hydrometeorological and agrometeorological methods of forecasts and calculations;
        • development and introduction of automated techniques for realization of methods of making forecasts and calculations and obtaining hydrometeorological data and transferring it to the consumers;
        • engineering hydrometeorological, oceanographic and ecological investigations;
        • calculation of Maximum Permissible Discharges (MPD) and Emissions (MPE) and comprehensive Environmental Impact Assessment (EIA);
        • creation of specialized regional hydrometeorological databases and relevant software;
        • activities under ROSHYDROMET's agreements on the international collaboration in the field of hydrometeorology;
        • provision of enterprises and organizations with specialized forecasts on hydrometeorology and the state of environmental pollution;
        • collection, accumulation, registration, systematization and storage of oceanographic data on the Far Eastern seas basing on the Far Eastern Regional Oceanographic Data Center;
        • presentation to the legislative and executive organs in accordance with established procedure of the normative and reference materials resulting from theoretical, experimental and expeditionary researches.

      FERHRI has licenses for carrying out works in the field of hydrometeorology, oceanography, environmental protection and marine vessel expeditions:
      • Hydrometeorological expertise of construction and territory development projects;
      • Oceanographic activities;
      • Hydrometeorological and related activities;
      • Implementation of Environmental Impact Assessment;
      • Development of Environmental Protection sections;
      • Development of Maximum Permissible Discharges (MPD) and Emissions (MPE) projects;
      • Marine vessel works, including monitoring, engineering ecological and hydrometeorological investigations, freight transportation and cruises.
    • Statement of invistigation
      • For 50 years FERHRI has been carrying out scientific, engineering and expeditionary works in the Russian Far East, Far Eastern seas and Pacific and Indian oceans. On the whole FERHRI has undertaken more than 576 marine expeditions, prepared about 210 proceedings and monographs and published more than 50 atlases and methodical aids.
      • At present FERHRI takes an active part in the Russian Federal programs such as "Development of the Russian Hydrometeorological Service", "World Ocean", "Flood Protection", "Climate Study", and "Decrease of Emergency Risk". It also works much on the contracts with various organizations in the Russian Far East in the field of hydrometeorology, ecology and marine monitoring. Thanks to contractual works FERHRI managed to maintain its research vessels and to ensure regular expeditions arranged to meet scientific and commercial interests.
      • During 1990-2000 FERHRI specialists developed and got approval for more than 100 ecological projects for the Far Eastern enterprises including MPD and MPE, Natural Environment Protection and EIA projects, as well as materials necessary for getting a license of special water use. Besides FERHRI participated in ecological programs of the Primorskiy Ecological Fund, Far Eastern Marine Fund and Primorskiy Region Administration. Among the most significant Russian regional projects there are:
        • implementation of EIA section for the technical and economic assessment of the Vladivostok industrial port construction;
        • assessment of the impact of Vladivostok sewage on the marine environment;
        • ecological substantiation for the fish-farming complex construction in Litovka River area;
        • and others.
